In refrence to the old grunge, neo-grunge is more minimalist with homage pieces borrowed from the past like the bonnet, plaid shirts, leopard print, the red-and-black stripe combo and the not-showered-for-a-decade decadence. They don't have to be present at once. One or two blown up elements and your cool. Except probably the not-showered thing...
